The European Commission has adopted two long-awaited legal acts aimed at facilitating the implementation of the EU Deforestation Regulation (EUDR). The changes concern both the scope of products covered by the Regulation and the operating rules of the EUDR Information System. At the same time, updated guidance has been published in all official languages of the European Union.

The adopted Delegated Act updates Annex I to the EUDR. The following products have been removed from the scope of the Regulation, among others:
• cattle hides and skins, as well as leather products,
• retreaded tires,
• soybeans intended for sowing,
• certain articles of vulcanized rubber,
• conveyor and transmission belts,
• aircraft and motor vehicle seats.

At the same time, the following products have been added to the list of products covered by the EUDR:
• soluble coffee,
• selected palm oil derivatives,
• frozen cattle tongues.

The newly added products will become subject to the EUDR requirements from 30 December 2027, giving businesses sufficient time to prepare for the new obligations.

The Delegated Act will now be submitted to the European Parliament and the Council of the European Union, which will have a two-month scrutiny period before it enters into force in December.

The Commission also adopted an Implementing Act laying down the technical rules governing the operation of the EUDR Information System, which was recently reopened. The European Commission announced that it will continue to develop the system, update its documentation, and launch a series of training sessions for businesses starting at the end of July 2026.
